Theory of Change (ToC)
The Theory of Change (ToC) is a strategic planning and evaluation model that describes how and why a desired change is achieved within a specific context. It helps organizations design, implement, and measure the impact of projects or programs.
Core Components of the Theory of Change:
- Problem & Goal Definition – What is the issue to be solved? What long-term impact is desired?
- Outcomes (Results) – What short-term and medium-term changes are needed to reach the overall goal?
- Interventions/Outputs – What specific activities or programs contribute to achieving these changes?
- Assumptions – What conditions must be met for the interventions to lead to the desired results?
- Indicators & Evaluation – How can progress be measured and verified?
